Reveal one item at a time, click where each needs to go.

Hi there! I am building a course for a client who does not want drag and drops. I am using Storyline 2, update 5. I'm a bit stumped as to the best way to go about doing this. I built a similar interaction where the user fills a form by using a T/F slide, hiding the radio buttons and using variables so that clicking the item to go into the form and the clicking the form itself (in the right place) caused the field to fill in. Worked great. But for this, I'm not sure how to best do it. I've given it a valiant attempt in the file attached, but would like some advice on how to make this actually work as described in the instructions provided by the client.
