I've been working with scroll bars a little recently and came across that you can place them at an angle! Not many times when you might want to, but it seems to fit your card example nicely. All you'll need to do is have your text loaded in the scroll bar, place the now loaded scroll bar on top of your card, and group them. You will now have the green pivot handle for the entire group and the whole assembly will pivot together. (although the scroll bar itself may look a little unsightly on your card). Here's a shot of a one at run time:
They become a bit finicky once rotated, so you may want to make sure your text is placed where you want it before doing the pivot. Try a few slide previews to help get everything aligned and running as you would like. Hope this may be of help. -Greg
Thank you very much folks! Greg, I cannot get the text/scroll panel/card image to group and tilt, however I can group the text and scroll panel, tilt them and tilt the card image below it. Works perfectly when published. Any thoughts on grouping the whole lot?

As Phil referenced, once grouped the rotating is allowed, but it may be a little tough to visualize what we mean when we say that. I'm wondering from your last post if the text box is laying on top of but may not actually be inserted into the scroll bar and allowing you to group it that way.
Here's a few screen shots pieced together to take a look at. It shows what could be going on in a couple of ways - with the far right being the what you're after. I've placed the tails from the call outs to help show how the outlines of the objects look different once grouped. Please see if this might be of help:

I think if you group the scrolling object with another object it can be rotated
