I'm not clear entirely on where the video will be linked from? Will the users have the video located on their own hard drive and you're going to insist a specific file path or location to ensure the link would be the same across users? I don't suspect that would work well in terms of how the links are generating - have you looked instead at publishing for CD so that these users could play the content locally and not have to rely on streaming the videos from a browser? You could then use the standard "insert video" options described here.
