It's hard to tell from that image, but those player elements look to be within Saba not specific to the Storyline player? Have you tried uploading to a site such as SCORM Cloud to see how it behaves there as well?
Is it only on the course title that you're seeing that? If so, there is a known issue here with accented characters which would be similar to the Cyrillic characters in that they'll display as question marks in the title based on the imsmanifest.xml file. You can follow the steps here to look at correcting it:
After publishing your course, open the imsmanifest.xml file in a text editor, such as Notepad.
Search for all occurrences of a question mark (?), and replace each one with the correct character. (The title may occur more than once in the file. Be sure to correct each instance.)
Save and close the imsmanifest.xml file.
Zip the published output for your course with the modified imsmanifest.xml file.
Upload the zip file to your LMS for testing.
I'll include this thread in the report filed with our QA team as they continue to review and that way I'll be able to update you here once there is any additional information to share.
I've tried all the steps, but unfortunately I get a "java.io.FileNotFoundException: /home/spc/SabaWeb/temp/sabacr199140756396111631/imsmanifest.xml (No such file or directory)" error uploading the course to Saba.
I'm not sure if Saba is not allowing the change or not - perhaps you could also look at testing at SCORM Cloud which is an industry standard for LMS content as that is where our team does the majority of testing and you could use the results to share with your Saba team to see if there is anything to change?
If you are getting an error in SCORM Cloud as well, can we take a look at the .story file? If you cannot share here in the forums, you can share privately with our support team here.
I just wanted to update anyone who may be following along here that Dmitry's issue has been reported to our QA Team for further review as we were able to duplicate the issue reported.

For publishing I use the latest version of Articulate Storyline 2 and follow the instructions provided here: https://community.articulate.com/series/articulate-storyline-2/articles/publishing-a-course-for-lms.
