I made additional layers in a quiz slide and now I want to place those layers into the feedback master as a layout for further use on other quizzes or to export to other storyline files.
This feedback layer will be saved when you save this project. On starting a new project, import a slide from this project, and it should also import all the masters. Delete that slide, and keep the Feedback masters.

Select and copy everything on the layer.
Click to the View tab and choose Feedback master.
Choose Insert Layout (or edit an existing layer).
Select/deselect Hide Background Graphics to suit.
Paste copied objects.

Thanks for your assistance. It copies all the objects over but it does not copy the "deactivated submit button" property.
I was hoping it would do that to save time.

Go to STORY VIEW and select all slides. In the Slide Properties pane, deselect Submit.
