Scenario ideas needed

My content experts, and I, are at a loss for ideas for scenarios on our latest course. It's a short course on a state revenue sharing program for counties. It includes three categories for compliance: accountability and transparency, consolidation of services, and employee compensation. Reporting due dates and requirements with online templates available from the state treasury department. The audience is county commissioners. I'm better at taking an idea and running with it than coming up with one of my own at this stage - especially on a topic I am not an expert on. Any suggestions?
