SCORM 2004 Not Completing in Vendor LMS

Good Morning Everyone,
My class for our vendors has the final slide triggers as:
- Change the state of the submit button to Disabled when the timeline starts
- Change the state of the submit button to Normal when the media completes
- Exit course when the user clicks the submit button
However, when our vendor is testing the class and hits the submit button, they get a message stating "The content has ended. You may close the window". On the mobile version there is not a way to close out the page and when they close the app altogether it does not cache the completion. In the website version they have an ability to 'x' out the page, but the completion still does not cache.
Any ideas as to why this is happening?
