SCORM Course attempts that being recorded

We have just recently migrated our LMS from Totara 2.5 to 2.6.
With regards to SCORM courses; previously users could have unlimited attempts at quiz's and the LMS would only record their highest attempt.
After migrating to 2.6 we have found that the LMS is only recording their first attempt at the quiz, pass or fail, and not passing through subsequent attempts. In addition it does not save their progress post the attempt of the quiz and we resume in the location they left the course upon completing their quiz.
I have tried adjusting the report status to LMS settings in Storyline 2 with no success.
Currently our only solutions have been to force a new attempt each time or to create a dummy result that is used for unsuccessful attempts. Sadly both not ideal.
Has anybody come across this, and or a possible solution?

Once complete Moodle/Totara will open a course in review mode. You the user must initiate a new attempt for new scores to be registered.Often Moodle Admins will hide the option for users to start a new attempt.
You can edit the scorm after publish so it does not initiate review mode

I know this thread is a bit old, but I'm having a similar issue with a course published using Articulate Presenter 13 on a Moodle LMS. The course is stuck in review mode and the LMS will not mark the course complete. I tried changing the variable REVIEW_MODE_IS_READ_ONLY to false, that didn't work.
I've tried forcing new attempts.
I can try changing the Reporting setting in Presenter and republish.
Any thoughts?

In the previous part of this thread, the course was in review mode after they reached the completion requirement - but it sounds like your users aren't seeing the completion even before trying to resume? Have you also looked at testing the course in SCORM Cloud to see if it's a behavior of your LMS? SCORM Cloud is an industry standard for testing SCORM content so you can follow the troubleshooting steps here.
Have you set a grade in the grade book? Activity completion in Moodle is also set in the scorm activity details.
I'm currently testing in Scorm Cloud.
There isn't an assessment associated with this course. Users just need to view all slides. I'm attaching a screen capture of some of the Moodle settings.
Quick update with results in Scorm Cloud.

Success - Passed
It doesn't seem to be in review mode. So I have to assume there's a setting on the Moodle LMS that's forcing review mode?
If you are tracking by slides viewed you should track by learning object and set a grade of 1 in the grade book

I'll defer to Phil on the Moodle expertise - but glad to hear it worked normally in SCORM Cloud as that's a step towards figuring it out.
I updated the Scorm Object on Moodle. First launch, not in review mode and LMS did not mark as completed. Second launch, now I'm back in review mode.
Very frustrating.
In the scorn settings the grading method needs to be learning object, the grade book must be set to one. The activity tracking should be set to student gets a grade.
Once complete it will open in review mode that is normal behaviour for moodle.
