Sorry your learner is running into that snag when viewing the course in Chrome.
The first thing I would try if you haven't yet is uploading the course to SCORM Cloud to see if the same thing occurs there. That'll give us a better idea of if this is file related, or something happening within your LMS.
You're also more than welcome to share your unpublished .story project file here as an attachment to a comment. I'd be happy to help with testing!
