SCORM isn't resuming when there is loss of internet

Hi all,
I'm creating a large exam with Storyline 2. We discovered that if a user loses internet while taking the exam their work isn't saved -- using Flash, NOT with HTML 5 or mobile (it does, however, resume when you close the window and reopen it.) I've also unchecked the setting for "When running in the LMS, ignore Flash cookies," because that should enable the user to resume where they were before the internet connection was lost.
Can anyone think of something else that may be at play here? Is this an articulate bug? Are flash cookies generated when the course is exited and not otherwise?
Other details: it's being tracked using quiz result which is submitted at the end of the quiz via the result slide. No individual questions are submitted during the course of the exam.

Do you get the same results if you test the content in SCORM Cloud or is this limited to your LMS?
