We have client that is using Moodle as an LMS. I have published for LMS only selecting HTML5 and scorm still won't open on any apple device. If I publish selecting HTML5 and mobile even when user downloads the articulate player on Ipad then the scorm still won't open.

Do you see an error message when trying to open from Moodle? Does Moodle restrict you to a mobile app or are you accessing in Safari?
Have you tried it in another site such as SCORM Cloud?

You need to uncheck the mobile player as moodle does not support Tincan.
I think your moodle player may be restricting the content,
