I believe the 1024x760 resolution measurement unit is in "pixels", 1024x760 pixels. And the unit of measurement in Storyline is also set to pixels. By default, I think the size is set to 720x540 pixels unless changed.
Also, I think for screens, an option for resolution should be 1024x768, not 760, or do you have a different type or customized resolution for the display?
