Do you know who your learners are, and what the average screen resolution is that they'll be using? This is really the first question you have to ask before you can determine what size your storyline project should be to prevent scrolling.
The default resolution would probably be the best which is 720 x 540 which should be fine in all modern monitor resolutions, including 800 x 600. That is also the optimized size for viewing on an iPad.

Thanks Brian and Justin, the standard setting is 10 X 7, but sometimes people may change it. How do you rescale it to lower the resolution?

The default dimensions would probably be fine for 99.999999% of computers. Most modern monitors will accommodate that without scrolling.
