Generally, Storyline uses scroll bar to refer to the bar on the side of a scroll panel. The horizontal one that controls the timeline is called a seekbar. Go to the properties of the slide, and you can select or deselect it for each slide.
If you select a seekbar while editing the player, it will apply to all slides. If you do it in story view, it should apply to all selected slides. If you do it in slide view, there is an option to change just this slide from the default.

I did try that on the slides that I wanted to include the seekbar but it changed all of the other slides as well
