I have found that when I add number entry or text entry fields into a scrolling panel that the scrollbar begins halfway down.
Are there any fixes for this? I don't know of any reason why anyone would want the scrollbar to start halfway down the page instead of the top of the page.

A data entry box placed inside a scrolling panel will force focus to start at data entry, not at the top of the panel.
We have reported it as a bug in Storyline 360. I'm sorry I haven't discovered a workaround yet, but I'll keep you posted on all developments related to this bug here!
I managed to fix this by adding in an additional text data entry. You'll need to figure out which one the scrolling panel is using to focus on first and move it to the top of your screen (Remove the fill and outline so learners don't see it) I would also suggest making it super tiny and changing the text to size 1, this stops them inadvertently clicking it.
