Hi there Sam,

We're seeing a problem in Storyline 360 where drag items can't be dragged outside of a scrolling panel in HTML5.  You'll see this behavior in Preview as well, since Preview renders in HTML5.

In Flash output, however, the drag items can be properly dropped on the drop target outside of the scrolling panel.

Our team is looking into this issue, and I'll keep you posted on any new developments. 

In the meantime, you may want to publish with Flash output as the default.  

If using Flash output isn't an option, and you aren't opposed to changing the design of your slide, you may want to refrain from using a scrolling panel with your drag items until we have a resolution for this issue.

Good news! We fixed the issue you reported in Storyline 360 where drag-and-drop drag items weren't able to escape the scrolling panel.
