Hi Pamela, if you're stuck on using a scrolling panel, your best option is to save each page of your PDF as an image, then add all of the images to your scrolling panel.
Shawn Stiles shared an alternative in a different thread, located here, which I've tried and really like a lot: http://community.articulate.com/forums/p/51892/293915.aspx#293915. Basically, using his process, you create a small index.htm file and embed your PDF. Then insert that index file as a web object on your slide. This way your files stay somewhat editable and you could arguably update the PDF fairly easily if needed without touching the .story file in the future.
