The text that you want to appear in the scrolling panel needs to be in its own text box and then you should be able to click and drag the text box into the scrolling panel - the panel will only scroll if the text box you are adding is larger (i.e. taller) than the scrolling panel.
Small comment on panels. When you slide in grouped objects in a panel, it might have some odd behaviour, so better to ungoup them after you've added them to the panel

I have attempted that, and it does not scroll in the scroling panell.
I finally got it to work.
You must be complete out of the frame with the text box, then drag it into the scrolling panel.
It took several trys and attempts at each one.
