Great question, Lesley! I'm thinking Storyline would be the best option for you here.
In Storyline, you can insert two separate quizzes, each with their own results slide. Then, you can combine the results of both quizzes into one cumulative results slide.
To prevent the learner from moving forward until they pass the first quiz, simply remove any navigation buttons from the "Failure" layer on the first results slide.
