I'm not entirely sure I'm understanding your question. I think you're trying to show the seekbar for the timeline for slides that contain a screen recording. Is that right? In Story View, with the slide selected that contains your screen recording, you should be able to enable the seekbar.
Once you have the slide or video scene selected, you can enable the seekbar in the lower right-hand panel as shown below:
If this isn't what you're trying to do, can you give a little more information, please?
Thanks for clarifying! However, there is no current way to do this with the built in features in Storyline. If you haven't already, you may want to submit a feature request.
In the meantime, there is a discussion on this in another thread that may help you out. There are some suggestions shared by other community members that may work for what you'd like to accomplish. Check it out here.
There is no way currently to turn off the seekbar for layers, as they are treated as a part of the same slide. You can disable seeking within the layer though or pause the timeline of the base layer.

The "Custom for the selected slide" allow the user to see the seekbar for that slide and associated layers (selected from gear icon on the base layer)
Is there a way to show seekbar for select layers, but not the base layer?
For example: So turn off the seekbar on the base layer of a slide BUT turn it on for selected layers other that same slide?
