If you enable the seekbar, the users will be able to scrub through the timeline. There isn't a way to disable that feature. You may want to look into disabling the next button based on the particular time requirement being met (say when an offstage object appears on the timeline). You could also include a custom progress bar on your slide using one of the methods or examples here. It would be more to show the user how much longer there is in the slide, then to allow them to seek through it.
