The SeekBar "read only" option is the counterpart to restricted navigation:
It prevents a learner from skipping content
Unlike Restricted Navigation, read-only prevents the learner from retracing.
So a learner didn't hear something properly. How can the learner backtrack? Easy, just don't make the seek bar "read only". Oh... now the learner can skip content which defeats "restricted navigation".
