The timeline is one of my favorite features of Storyline. You can see exactly what's on your screen and when it's coming on and off. And of course, you can have elements come in earlier or later, etc.

Moving an item down in the timeline moves it toward the back of your slide.

While editing, you might experiment with the "lock" and "hide" features if you don't want to accidentally move something or if you just want to have it not appear while you are making a tweak to another element. The lock feature is the box you can select on the left of the timeline; the hide feature is the brushy-looking icon.
