If they don't have Storyline, you'll need to publish the course and send them a copy of your published output. You could either share all the files within the published output by using the "Zip" or "Email" options which would allow you to send along a zipped output folder, that they'd need to unzip to be able to play the story.html file on their local drive. You could also look at loading it up to a web server as detailed here, as testing locally can cause you to encounter security restrictions.
