I published an Storyline 360 course using the Tin Can API publish option today. Before sending it off, I tried to run the course locally and, though it launched the course, it never played any of the course slides. I am new to Tin Can API -- is this expected behavior when viewing this course locally?

LMS courses will not run locally anymore as they need to connect to the API to run.
