Selecting the Dim checkbox in the bottom right corner of the screen is designed to dim layers during the editing process so that the layer you are actually working on stands out to make it easier to edit:

When running your course, if you want to dim the base layer when a layer above it is shown, the best way to implement that is to format the background of your additional layers with a solid white fill and set the transparency as required to achieve the level of dimming you are after (around 30% is a good starting point).
