Show layer when hover over

Hey,
So this should be easy, and I've done it many times, but I can't seem to get a layer to show on hover. I've toggled everything possible thing I can think of (e.g. "hide other layers"...) but can't get it to work.
The way I want this to behave is that, on the GoTo Notebook slide, I want the notebook to open when the user hovers over the closed notebook. And then I want the user to be able to click on the open notebook to move forward in the module.
On the GoTo Character Selection slide, I want the door to open when the user hovers over the door. And then I want the user to be able to click on the open door to move forward in the module.
Any help would be great.

Instead of using layers to show the open Notebook and door, I would just add Hover states to both objects and add triggers that go to the next slide when either object is clicked. See attached a revised file.
That's perfect.
How do you change the image within a different state? Do you just go to "replace image"?
And how did you make the door an object with states even though it is part of the background?
