I have created a hint layer on slide. The trigger is show layer when the user hovers the mouse over. When I preview or publish the hint slide is not showing when I drag the mouse over.
If Phil's suggestion doesn't help you narrow it down, are you able to share the .story file (or even a mocked up sample) here with us so that we could take a look?
I took a look at your file, and Sun is correct, that the "caption" on layer isn't set to appear until you've been on that layer for 33 seconds. I set the first layer up according, and now all behaviors as normal.

I would expect something on the layer is covering your object with the trigger on it causing the layer to close again

I moved the hotspot to front using move forward and it still doesn't seem to work. I am attaching mockup of what I have done.
It can work normally, just let "caption 1" show always in layer Hint
