I have tried every combination of approaches and whenever I add any additional triggers to a drag item if it is dragged on the wrong target it kills the snap back feature. You name it I have tried it. Is this a bug or a feature :).
When you add additional triggers to a drag and drop interaction, that will override the built-in Storyline drag and drop options (such as the snapback). So at this time, it's a feature request to change that behavior.
