Is it possible to have one single narration audio file on the base layer with other layers appear after triggers but the audio narration on base layer continues to play and is audible while other layers appear one at a time?
Yes, that's possible. Look at this example here. This may look like a series of slides but it is actually ONE slide with several layers. The (looped) audio file sits on the baselayer.

Yes. Be sure your layer properties are set to NOT pause the timeline of the base layer.
