SL3 bypassing HTML5 for Flash when published to Web

Howdy peeps!
My boss has had two customers reach out and say they're receiving an error message/prompts (see attachment) for Flash when trying to view a course developed in SL3 that was published to web (HTLM5 w/ Flash fallback) and subsequently zipped and uploaded to our custom LMS on WorkPress. The issue has now been identified in two different courses.
Unfortunately, the only information we have to go on, is one of the two customers was using Chrome with the most recent browser update (as of 3/18/2020).
Any idea why a browser would bypass HTML5 and prompt for Flash?

I haven't seen a course require flash when opening in Chrome! Is there anything in the course that relies on Flash? Or is this error message only occurring when opening the course in WorkPress?
Also, are you publishing the course for LMS or Web?

I'm publishing to Web. One of the biggest issues, is I haven't been able to get the info I need from the customers (e.g., operating system, error message/prompt screen shot, etc.).
