Sorry you're running into this. We do have a bug logged for Storyline 3 where drag items do not snap to drop targets when answers are shuffled. I'll update our report to include this thread. That way, as soon as the fix is released, you'll be notified immediately.

The second slide works fine for me when I test it?
Not for me.
I'm previewing the project and the 2nd slide does not allow me to drop the items. I can pick the first but it sticks to my cursor.
I am using Windows 10.
