SL360: Disabling the next button until all interactions are visited

I've created an interaction which takes the learner to a different slide layer. As soon as the timeline starts, the Next button is disabled until they've viewed all layers. But ... when they've clicked all layers, the Next button is only enabled on the slide layer. If the user returns to the base layer, then the next button is still disabled. I set this up related to this discussion:

Hi Deb. What is the trigger to change the state of the next button, and where is that trigger located?
Also, how does the learner get back to the base layer? What's the trigger there?
I bet we can figure it out!
