Slide Background Fill

Hi Folks,
I am a storyline newbie and looking for a little help.
I have a shape place that I want to have show through the background image of the base layer -with the fill color being transparent (see attached image).
When I select "Slide Background Fill" it appears to give me what I want while working in the project but when I preview the shape is solid white - and not at all transparent. What am I missing here?

I'm not sure I'm following since the Slide Background Fill does not have options for transparency.
Would you be able to share a sample .story file of your slide that you are working on?
Ha. Yes, although it appears transparent in storyview, it is not transparent in the preview. I clearly do not understand the purpose of slide background fill.
I figured out that if select Format Shape > Fill there is an option to adjust the transparency level of an object.
I guess I just need to talk it out.
