As far as I know, there isn't a way to change this setting's default. However, what you could do is create a layer as a starting point for each slide. Once you've created that layer, you can change the setting to "prevent the user from clicking on the base layer" and then duplicate that blank layer. If you need additional layers with that setting, you can continue to duplicate it, then add content to the layers as you wish. This may not be perfect, but it may be a little quicker than going in and changing the properties for each layer after you've created them.
Yeah, that is a lot of slides! I could see that being a bit overwhelming, if the option wasn't already selected. I agree, I would love to see a feature request for this, if you haven't already submitted one.

The only problem is that I have already appr. 300 slides. Each slide has 2-3 layers and I have to chance each layer.
