I don't think you can just on a layer. you would have to turn them off on the base layer and make custom buttons on the slides. I like to do that anyway cause you can get rid of the status bar and lock down the slide so student has to views all the content.

I'm using two buttons on the main slide, one for each layer, and a marker on each layer to close the layers. I added a variable and a trigger with conditions so the learners have to visit both layers before they can move to the next slide. The only thing I can't figure out is how to get the learner to close the second layer before they click on the next button. Do you know if there is a way to do this?
If I understand what you want. Sounds like setting a trigger for the next button to jump to next slide when clicked and then on the condition that layers one and two had been visited. Correct?
Here is how I did it. I had to add the picture in the bottom right and change its state to visited when the timelines start, You could use anything check out the slides and look at the triggers. You should be able to use this method for what you need.

The standard Articulate player buttons.
