Slide layers and animations with audio

I need help with Slide layers. I've just recently started working with them, and am still pretty confused.
I have a slide where I want to call out different parts of a diagram and have the other parts faded in the background. I added a different layer with each part. I moved the timeline on the first layer to the point I wanted it to appear, but when I preview the slide, nothing happens. I tried to set up a trigger, but because I am not clicking on anything and only want each layer to appear at different times during the audio, I'm not sure that the trigger is what I need. I created cue points on the base layer so I could see the appropriate timeing for each layer, but again, not sure I am doing this correctly. I have attached the slide so you can see what I have done.

Thanks for the response. I see how you added the rectangle. But what I need is for the slide to look like the attached pictures at each cue point. So, when the audio gets to the point where I want the first arrow to be the focus and the other arrows in the base layer to be faded. How do I make that happen? And can you clarify what you mean by "Nothing really happens on your layers though."

I have made the sync of the 1st layer with audio with the help of timeline.

Then you need to build that in to the slides, the dim layers is only for development if you want that to happen then you need state changes to do it, sorry

What I meant by nothing happens is that you have no animations or text changes
Unfortunately, that file does not accomplish what I am needing. The Believer arrow is completely gone when the slide starts, and then when it appears, none of the other arrows or text are faded. I literally need it to look just like the pictures above based on each cue point. When the slide first plays, everything will be seen and clear, but then when the first cue point starts, that is when I need the first arrow to be clear and the others to fade, and so forth so on. I hope that makes sense. I have attached a screen shot of what it looks like in Preview when it begins to play.

Thank you for your help! I somewhat see what you have done. It appears, you changed the colors on the Base Layer, and then have the other layer with the correct color, is that right?
if so, how can I leave the Base Layer with all of the correct colors, and then have it look like my screenshots above? I don't want the slide to start out gray and then the colors come in. I just want them to look like they have faded when I highlight one of the arrows.
Also, you mentioned using States, I'm not familiar with using States, so is that an option?

Hi Katie
I have added a translucent shape to one of the layers, see if that gives you what you need. The states is not a simple solution as you would need to create a state for every object. This is the simple solution. Hope this helps

Now It looks quite very similar as your screenshots pasted above. Hope this will be another way to resolve your issue.
Regarding states, it has to be done in grey colored as the screenshot shows grey color initially, and then it is highlighted in sync with audio.
Any clarifications on this are welcome. :)

I cannot thank you both enough for your help! Phil, I think based on my current knowledge and experience with Storyline, your resolution works the best for me. However, Sai, I liked your idea and will definitely try to become more familiar with those steps.
