Thanks for letting us know you'd like to have the ability to edit Slide Properties from the Slide Master. I'm happy to pass that feature request along to our team for you.
In the meantime, you can easily remove the seekbar from all quiz question slides by selecting all quiz slides in Story View, then unchecking the Seekbar option in the Slide Properties window.
