Ahh ok Megan, that makes sense! When you upgrade a course, it respects the navigation settings chosen in the previous version.
You can quickly change that setting for multiple slides in Story View by holding down your shift key, then clicking the first slide and the last slide. This will highlight all of them, and you can change that setting:

There are a few ways you can add a Finish button to your course:
If you're not already using the Submit button elsewhere in the course, then change the player text label from 'SUBMIT' to 'FINISH'. Then add the Finish button to the slide with a trigger to exit the course when the user clicks the button.
Add a custom 'Finish' tab to the player, then add a trigger to exit the course when the user clicks the tab.
Add a custom button to the slide itself, then add a trigger to exit the course when the user clicks the button.

I'm curious- the file that you're seeing the gestures not default in, was it a course that was upgraded from a previous version of Storyline?
When I open a brand new file in Storyline 360, those gestures are checked by default for me:

Yes, the file was upgraded from a Storyline 2 file. That explains my issue!
