Slide restarts when a layer is closed

I am working in Storyline 360 and cannot seem to make my slide work the way I want it to.  Here is a breakdown of the slide:  As I narrate the slide there are 3 pictures that appear on the slide as I mention them.  After the narration, the learner can click on each picture and a layer pops up which includes information about the event that the picture depicts.  When the learner clicks the "x" hotspot to close the layer the slide narration and timeline begin again.  

I know how to stop the narration from repeating but can't figure out how to keep the timeline from starting again when the layer is closed.  Any advice?

That's not normal behavior for a layer, so there is some trigger somewhere in the layers that is restarting the slide (Jump to slide, maybe?).  Or the base layer has something odd.  Check the slide properties and make sure it is set to RESUME SAVED STATE when revisiting, though that still seems odd.

If you want to extract that slide into a story of its own and upload here, I'll be happy to take a glance at it.
