I am having an issue with a slide transition in Storyline 360. I have the "dissolve" feature assigned to a slide, and it works perfectly when previewed. It does not work when viewed in Articulate Review. It also does not work when published to my LMS.
I used Internet Explorer. The Flash file you linked works fine with IE but not the HTML5. I published using all 4 options in Storyline 360 and Flash is the only one that maintains the dissolve transition in IE.
I just tested your links in Google Chrome and both worked fine, so I assume it's an issue with IE.

HTML5 support in Internet Explorer (and Microsoft Edge) is lagging behind other major browsers, and they don’t support "masking" animations and transitions in HTML5 content. Here's a list of the animations and transitions that won't work in IE and Edge.

Take a look at this quick sample I published in Flash and HTML5. Does the dissolve transition in your file match what you see in the samples?
What browser are you using to test the file in Articulate Review?
