Slider Query

I've created a slide in Storyline demonstrating the different levels of Operational Risk.  On the slide I have one shape (which has three states -the wording in the box changed on each state) and I have a slider.  The wording in the box changes to reflect the position of the slider.

My SME would like me to prevent the user from moving to the next slide until they have viewed each stage of the slider.  Does anyone know how to do this/ if its possible?  

Usually I would put a state of visited on the box, and then create a trigger preventing them moving forward. But since I have created three custom states I cant do this.

Would really appreciate someone's help on this one.

Add a T/F Variable set to false, add a trigger to disable the next button on timeline start (if T/F = F), add a trigger to adjust the variable to true when your slider variable is equal to 3 (or the maximum level of your slider).  Add a trigger to change state of next button to normal when T/F variable changes on condition it is equal to false.
