Are you using a question bank? You have the option to choose which questions will always appear in the shuffle!
In the Include in Shuffle column in the question grid you can decide whether each question will be Randomly displayed (which is the default option), Never displayed, or Always displayed in this particular question draw. You can learn more about this interaction here.
If you're not using question banks, then I would suggest adjusting the triggers to determine which slides users will jump to when they click next!
