Some hover layers take too long to show, others are instant (SL)

It's gotta be something simple? I've got a slide full of callouts that appear on hover. They are all "show layer"' triggers and all of them are copy and pasted layers so they are practically identical except for the words and placement. But some pop on right away, which I want, and others don't appear quickly enough. In fact it takes long enough to assume there's no callout at all, if I were the user.  Like more than a second, I'd say. I also had to make the timelines for the callouts over a minute long each because they would fade off before I could read them. If there's a way to just keep up a layer until the user un-hovers, that would be nice too. (Assuming the length of the layer might contribute to how long they take to load).
