Some questions in my course won't advance - tried everything

I have a lengthy course. There are questions throughout the course. Some of them work just fine. Some, however, get stuck on the question page if the user answers incorrectly. I even started a new story and entered a standard storyline multiple response question. If the user gets the answer incorrect they can't go back and change their answers. They only have the submit button. Click the submit button and you get the incorrect answer box with continue button. Except the continue button only closes/hides itself. It doesn't move forward. It is sent to move to the next slide by name. Can't go back either.
