You can't attach a link to a state. It is attached at the object level, not at the state level. You need to add a trigger to change your picture to the disabled state when some event happens. I did a test:
Picture on base layer with 3 states: Normal, Disabled, and Disabled2
Picture on base layer has trigger "on click to show layer 1"
Layer 1 has a Close button with two triggers:
on click hide this layer
on click change state of object on base layer to Disabled
Since you have a second Disabled state, you'll need to include a trigger or a condition for when that second Disabled state is used.
