Sorry, just realized I wasn't very clear on my post. I was wondering if you could use hotspots to trigger a state in another object on the screen. For example, if a user click x hotspot, trigger a state change in text box 1 from normal (blank) to Y (value).
You should be able to trigger a state change based on the user clicking a different hotspot (just tried on a new sample file). Since you're changing the state of a text box, that doesn't include a fill or a line - it's not catching those clicks or changes, so I'd look at including at least a text box fill or line that matches the background for your state changes.

Hotspots do not have states. Use a transparent shape instead.

Thanks Ashley! I inserted a space into the blank text boxes and it works now.
Awesome Sing - thanks for the update!
