State or Variable?

I am having trouble with what should be a very simple interaction. We have a slide that poses a scenario with 2 different options. If users pick the first option we want them to see the other option before moving on. If they pick the second option we want them to see the first before moving on. I have tried to do this with both variables and state changes, but can't seem to get it to work. Any ideas what I am doing wrong here? Attached Story file is stripped down to 2 simple slides to illustrate this issue.

Hi Wendy:

Thanks but that didn't work. I still have the same problem. The button on each of the two additional layers that says "next scenario" never shows up when I preview the whole project. These buttons should appear if they other layer option has already been visited.
