States, Variables and Question Banks... Oh My

Hello Heroes -
I am developing an quiz that uses a question bank to draw 10 questions out of a set of 30. It must have free navigation so I'm using the next and the previous buttons instead of the submit button and just submitting results at the Results slide. I have a slide right before the results slide that reminds quiz takers to check their work and offers them a review button and a submit button.
Here is where it gets sticky. I want the state of the slide to move from initial to a reminder and after the quiz taker reviews I want it to go to a third state that says submit now. I am using variables to control the states but it's not working. I am not very proficient with variables and I would like an opinion on if I am approaching this correctly or if I am just doing the variable incorrectly.

Looks like a broken trigger on the base layer:

Also,
On the slide layer, I notice that the variable is being asked to change after the jump to beginning of the quiz. You'll need to put the variable trigger on top so it fires before you jump away.

Looking at your file further, there were a number of issues with some other triggers. I took the liberty of tidying your file up a bit. I think the current behavior is what you were shooting for.

Thank you Mike. This worked better than what I was getting but it was still off a bit. I just decided to lighten up on the concept and make it simpler. I appreciate the help.
