I checked into this and it looks like what you'd need is to assign a trigger to the marker to open the contents and leave them open. Unfortunately triggers cannot be assigned to open markers or show the captions. I found a few other thread discussing this feature here and here.
One idea would be to possibly create your own markers and text boxes/images and have those trigger to open when performing the drag and drop. You can even add extra triggers to hide the marker image when hovering over it again to keep it interactive.
Here's a rough demo of something I put together as a sample:
So, not a perfect solution and the look and feel would be a bit different but it's an idea to accomplish something similar to what you're after possibly. If nothing else maybe this will generate other ideas as well. I also attached the .story file if you wanted to have a look.
